Guidelines are based on the experience in tendering for PR-services in Ukraine, as well as on the international experience.
In April 2009 the Ukrainian PR-alliance adopted Guidelines About Tenders for PR-services.
Guidelines are based on the experience in tendering for PR-services in Ukraine, as well as on the international experience. Recommendations were made to make a process of PR-tenders more understandable and ethical.
The document concerned all important stages of tendering - from decision-making to realization of a tender: invitation of participants; making out Briefs; presentation of projects and winning of a bidder.
Recommendations are intended for sponsors, as well as for and agencies , which participate in tenders.
"During the crisis, the number of tenders for PR-services increased. Sponsors have new requirements to agencies and lay down difficult tasks. A lot of agencies are ready to offer their clients more effective solutions and to optimize budgets. However, risks of fictitious tenders, dumping from certain agencies, incorrect behavior of sponsors has strengthened. In order to minimize such risks and to build civilized relations among the participants and sponsors of tenders, certain guidelines were made,” said Valeriy Kureiko, the Vice President of PR-Alliance and the CEO of the Publicity Creating Company
